Eugene Torero

Regional Director, Horn of Africa & Rwanda - TMA

Eugene Torero serves as the Regional Director for the Horn of Africa and Rwanda at Trademark Africa (TMA), where he is responsible for guiding TMA’s initiatives in trade facilitation. In his prior role as the Director of Trade Policy, he spearheaded TMA’s support for the East African Community as the region worked on implementing the World Trade Organization’s Trade Facilitation Agreement. He also played a key role in establishing the TMA programme in South Sudan, aiding the new nation in designing and executing its customs and trade facilitation strategies. Before joining TMA, Eugene held several positions at the Rwanda Revenue Authority, including a leadership role as Deputy Commissioner General and Commissioner of Customs Services from 2005 to 2010. During his tenure, he was instrumental in advancing Rwanda's trade reforms, notably through the digitization of customs operations and the integration of various government ministries and trade agencies into automated customs systems.
