Augustine Addo

Accountant General - Rwanda

Jean Baptiste Sande is the 6th Accountant General at the Ministry of Finance and Economic Planning (MINECOFIN), a position he has held since October 2024. He is a Chartered Accountant and an active member of ACCA and ICPAR. With experience spanning public finance and accounting, Sande is dedicated to promoting financial excellence in Rwanda.

Sande was the Chief Finance Officer at Rwanda Finance Limited (RFL/KIFC) from 2019 to 2024, Public Accountant Team Leader in the Office of the Accountant General from 2015 to 2019, Revenue Accountant at the Rwanda Revenue Authority from 2014 to 2015, and Accountant at the University of Rwanda (former National University of Rwanda) from 2009 to 2013. He holds a Bachelor’s Degree in Accounting Sciences and a Master’s Degree in Finance.
