Reuben Orwaru
Pan African Federation of Accountants
CPA Reuben Orwaru is a distinguished Public Finance Management (PFM) professional with over two decades of experience driving financial governance reforms across Africa. He possesses a deep understanding of the continent’s socio-economic and institutional dynamics, and has played a pivotal role in advancing transparency, accountability, and public value in government operations.
Throughout his career, Reuben has successfully led and supported a broad range of reform initiatives, including the consolidation of government-wide financial reports, re-engineering of Integrated Financial Management Information Systems (IFMIS), strategic budgeting, Public Expenditure and Financial Accountability (PEFA) assessments, external audit processes, and institutional capacity building. His expertise also extends to strategy formulation, policy development, and change management.
Reuben currently serves as Manager for Public Value Management at the Pan African Federation of Accountants (PAFA), where he works collaboratively with professional accountancy organizations across the continent to strengthen governance and promote sound public financial management practices. He is also an active member of the Public Policy and Governance Committee of the Institute of Certified Public Accountants of Kenya (ICPAK), contributing to national policy discourse and thought leadership in the accountancy profession.
His work continues to make a lasting impact on public sector accountability and institutional resilience across Africa.
